Sustainable development encompasses trajectories for societies that can be maintained over long time periods or infinitely. The long term perspective of sustainable development differs from necessarily short term market approaches. Maintain abilities for long term extraction rather than maximize short term output at the expense of the resource base.

«Sustainable Agriculture and Rural Development” – SARUD
Western and European countries are experienced in training specialists for sustainable development of rural areas. Universities of Germany, Great Britain, Denmark, Australia, Czech Republic and other foreign countries implement master-programs on sustainable agriculture and rural development, while this area is fundamentally new for Russian universities. Therefore, training of effective staff in the field of sustainable rural development is an urgent and relevant task
The new Master program with a profile “Sustainable agriculture and rural development” was developed in frames of the EU project Erasmus+. Novosibirsk State Agricultural University has launched the Master-programme at the Faculty of Public Administration under the major “Public Administration”. The program is designed for 120 ECTS; education assumes full – time course, which lasts 2 years and part-time course, which lasts 2 years and 5 months. The graduates receive a state diploma with the qualification “Master of Science in Public administration”.
Master program “Sustainable agriculture and rural development” aims at training managers of a new type in rural areas; the program meets the requirements of a multidimensional complex of competencies that correspond to the universal model of higher education in European countries. The master program integrates interdisciplinary knowledge with a balanced focus on the pillars of sustainable rural development seen as ecology, socio-economic development and agronomy. The courses are logically structured and aimed at formation of general cultural, general professional competences, professional and University professional competences. In order to fulfill the requirements and expectations of stakeholders, the curriculum includes agricultural, environmental and socio-economic modules: Environmental problems in rural areas, Organic farming, Management of bioresources, Economics of rural areas, Development of tourism in rural areas. Highly qualified teachers and practical experts from regional and municipal authorities are involved in teaching on the Master-program. The prospective models of rural development management are revealed and explored at the lectures of foreign professors from leading universities in Europe.
This program aims, to greater extent, at already working professionals. Statistics shows that these specialists have mainly agro technological or managerial education, and each of them lacks the appropriate, relevant and necessary knowledge. At the same time, the program is also attractive for graduates, as evidenced by the incoming students in 2017-2018.
The programme is attractive due to its integrated and interdisciplinary approach to sustainable development. It gives a unique chance to graduates to become competitive in the domestic and international labor markets. The Master program provides (optionally) academic mobility and training for 1 semester in one of the partner universities of Russia and Kazakhstan. Students have internship in the state and municipal authorities.

The study program is developed under Erasmus + project, SARUD – «Sustainable agriculture and rural development» and is aimed at training specialists who will develop agriculture and rural areas in three aspects of sustainability, namely environmental protection, economic development and the social aspects of life in rural areas.
The future of both rural and urban residents depends on the development of rural areas. The village produces food, and preserves the traditions and cultural values of people. Nature is less affected by industry in rural areas. Healthy population is born and grows up in villages. There is a transition from an external model of rural development (support for the transfer of advanced technologies and practices from urban to rural) to the internal model.
Key Features:
-territorial framework (not sectors but the whole territory);
-safekeeping, use and value of local activities and natural resources;
-orienting point to the needs, skills, opportunities and prospects for rural development;
-the main principle is the participation (involvement) of local residents in the implementation (management) of rural development.
In addition, the development of agriculture and rural areas should be on the principles of sustainability. Sustainable development presupposes a relationship between environmental protection, economic development and the social aspects of life in rural areas.
Part of the sustainable development of rural areas is the sustainable development of agriculture (forestry), environmental and social bases.
Sustainable development of agricultural production is understood as such a system of its management, which ensures a constant and sufficient supply of the population of urbanized territories with food and raw materials, on condition of efficiency of economic activity without damage to the surrounding environment on the basis of advanced environmentally oriented technologies.
The program is aimed at training specialists who will develop agriculture and rural areas in the above three aspects of sustainability. Disciplines contain knowledge about production technologies, issues of rural economy, social and ecological foundations of rural development, as well as its diversified development based on the skills and capabilities of the local population, the available natural and climatic conditions, environmental protection and preservation of their identity, traditions and cultural values.

On the study program «Sustainable Agriculture and Rural Development» 6M080100 – Agronomy can enter students who have the bachelor’s degree in economics and agriculture. The main condition for enrolling in a master’s program is that the entrant must have the appropriate prerequisites – the disciplines containing the knowledge, skills necessary for mastering the corresponding professional curriculum of the magistracy.
For entry, the entrant must pass the following entrance exams:

The master students of the study program learn the disciplines of the compulsory component provided by the national standard of education of the Republic of Kazakhstan and the discipline of the elective component. Advice on the choice of elective disciplines gives the adviser. Master student fills in the form for enrolment the disciplines for compiling the IC (individual curriculum). Master student must earn 59 credits in order to complete the master’s program and gain a diploma and a master’s degree. The research work of the master student is 7 credits, the teaching practice is 3 credits, the research practice is 3 credits, the final assessment is 4 credits, the study of the disciplines of the compulsory component is 10 credits and the elective component is 32 credits.

- Aims and objectives of the educational program
The 6M050600 educational program, “Economy” SARUD, meets the needs of practically oriented education in the field of sustainable development of agriculture, and also it reflects the need for the development, implementation and administration of programs for integrated and sustainable development of rural areas.
Innovative development of the economy requires the participation of qualified employees of enterprises of any industry at all stages on a multilingual basis: Kazakh, Russian and English languages. The rapid growth of the volumes and quality of information, accompanying modern economic processes, requires high demands to the quality of decisions in the economic sphere.
The main goal of the development of rural areas is to ensure the income of residents in these regions. This means maintaining the resource potential of primary producers of goods and services as a necessary base for diversification of the incomes on the base of optimizing the value added cost chains based on sustainable use of resources.
Sustainable agriculture produces products with efficient use of resources and conservation of the natural potential of ecosystems. Agricultural production systems need to be assessed in terms of how they meet the requirements for the use of natural resources, and what contribution they make to the socio-economic environment.
The actuality of the educational program within the specialty 6M050600 – “Economy” SARUD is stipulated by the growing demand for economists – professionals in planning the activities of enterprises and organizations of various forms of ownership and management. No company can exist without economists – after all, as soon as the company appears, immediately there is a need for planning. The purpose of the educational program for the specialty 6M050600 – “Economy” is the preparation of masters capable to analyze the constantly changing conditions for the sustainable functioning of agricultural enterprises, organizations, national companies, development institutions, as well as governmental bodies at the different levels (district, region, republic) and apply development concepts of rural areas to the peculiarities of local conditions.
The main objectives of the Master’s degree program are to provide conditions for:

It corresponds to the national qualification’s framework and professional standards; it also corresponds to the Dublin descriptors and the European Qualifications Framework.
The educational program within the frameworks of the specialty 6M050600 – “Economy” is designed on the basis of a module system of studying the disciplines and contains 7 modules that form the general cultural and professional competencies of future specialists.
The educational program foresees the broad basic professional training, which should be aimed at achieving the fundamental nature of the subject knowledge of future specialists. This should provide the undergraduate student with a common integrated methodology of professional activity, develop the ability of future professionals to professional creativity, to form a need for further raising the educational level.
The hierarchy of goals implies a transition from the fundamental bases of classical education to basic disciplines of the economic nature and then to the highly specialized disciplines of sustainable agriculture and development of rural areas.

Description of the educational program. The Master program “Sustainable Agriculture and Rural Development (SARUD)” focuses on practical training in sustainable agriculture and rural development.
Being an interdisciplinary specialty at the intersection of economics and agriculture, SARUD Master program includes studying the basic world concepts of sustainable development, covering all three components of sustainability and issues of economic, social and institutional development, the ecological well-being of rural areas, as well as aspects of agricultural production.
SARUD Master program was developed jointly by the universities of the Republic of Kazakhstan and the Russian Federation in cooperation with European universities led by the project coordinator at the University of Hohenheim, Germany within the framework of the Erasmus + program with the support of the European Union.

The study program is developed under Erasmus+ project, SARUD – «Sustainable agriculture and rural development» and is aimed at training specialists who will develop agriculture and rural areas in three aspects of sustainability, namely environmental protection, economic development and the social aspects of life in rural areas.
The future of both rural and urban residents depends on the development of rural areas. The village produces food, and preserves the traditions and cultural values of people. Nature is less affected by industry in rural areas. Healthy population is born and grows up in villages. There is a transition from an external model of rural development (support for the transfer of advanced technologies and practices from urban to rural) to the internal model.
Key Features:
-territorial framework (not sectors but the whole territory);
-safekeeping, use and value of local activities and natural resources;
-orienting point to the needs, skills, opportunities and prospects for rural development;
-the main principle is the participation (involvement) of local residents in the implementation (management) of rural development.
In addition, the development of agriculture and rural areas should be on the principles of sustainability. Sustainable development presupposes a relationship between environmental protection, economic development and the social aspects of life in rural areas.
Part of the sustainable development of rural areas is the sustainable development of agriculture (forestry), environmental and social bases.
Sustainable development of agricultural production is understood as such a system of its management, which ensures a constant and sufficient supply of the population of urbanized territories with food and raw materials, on condition of efficiency of economic activity without damage to the surrounding environment on the basis of advanced environmentally oriented technologies.
The program is aimed at training specialists who will develop agriculture and rural areas in the above three aspects of sustainability. Disciplines contain knowledge about production technologies, issues of rural economy, social and ecological foundations of rural development, as well as its diversified development based on the skills and capabilities of the local population, the available natural and climatic conditions, environmental protection and preservation of their identity, traditions and cultural values.
Within the 6M050600-Economics, master students can choose the study program developed according to Erasmus + project “Sustainable agriculture and rural development”.

On the study program «Sustainable Agriculture and Rural Development» 6M050600-Economics can enter students who have the bachelor’s degree in economics and agriculture. The main condition for enrolling in a master’s program is that the entrant must have the appropriate prerequisites – the disciplines containing the knowledge, skills necessary for mastering the corresponding professional curriculum of the magistracy.

The master students of the study program learn the disciplines of the compulsory component provided by the national standard of education of the Republic of Kazakhstan and the discipline of the elective component. Master student must earn 59 credits in order to complete the master’s program and gain a diploma and a master’s degree.
